Matthew Moore Vice President, Highway Loss Data Institute
Matthew Moore is VP of the The Highway Loss Data Institute (HLDI), an affiliate of the Insurance Institute for Highway Safety (IIHS), where he oversees much of HLDI's research. He also supervises loss data processing, collection of vehicle information, and data services for member companies. Mr. Moore joined HLDI in 1999 as a programmer. He is the author of numerous research papers published by HLDI on topics such as crash avoidance technologies, vehicle horsepower, motorcycles, and distracted driving. Before coming to HLDI, Mr. Moore worked in higher education, conducting institutional research, designing data systems, and creating web sites. Continuing Education
Applications for the following Departments of Insurance will be submitted and pending approval for the 2011 Regional Adjusters Conferences:

APPROVEDThe Florida Dept. of Financial Services has approved 27 sessions for 1.0 hours of INTERMEDIATE adjuster continuing education credit. Please refer to Florida guideline 69B-228.080 for eligiblity.

New Hampshire Insurance Dept.: 1.5 hours of adjuster continuing education credit for each approved session. Approval pending

APPROVED North Carolina Dept. of Insurance: 6 hours of adjuster continuing education credit per day, for 2 days. To earn credit hours on the first day of the Conference, you must attend the General Session. You can attend any sessions you want, but you must attend a full day of sessions to get credit for the day.

APPROVED Texas Dept. of Insurance: 27 of the 28 sessions have been approved for 1.5 hour of adjuster continuing education credit.

The Illinois MCLE Board will approve the Regional Adjusters Conference for a total of 12.0 General MCLE credits. The session "Ethical Claim Challenges and Good Faith Claims Handling" has been approved for 1.5 hours of Professional Responsibility credit.

The Florida Bar has approved the Regional Adjusters Conference for up to 15.50 General CLER credits, including 2.0 hours of ethics credit for session "Ethical Claim Challenges and Good Faith Claims Handling."

PLRB has been approved for up to 13 hours of continuing education with the Society of RPA. The RPA Attendance Record should be sent directly to the Society of RPA. No fees are payable to PLRB.

PLRB has been approved for up to 12 CPCU points under section PD9, for those attending this program.

"Substitution" means that a co-worker/co-employee of a registrant attends this entire event in place of the registrant. Entertainment Policy

The purpose of the Regional Adjuster Conference is education. The strength, reputation, and national support of the Regional Adjuster Conference are the result of its commitment to hardworking, intense professional development.

The official Regional Adjuster Conference program also provides helpful forums for networking among insurers' claims professionals and claims service providers. Any additional activity sponsored by a claims service provider in conjunction with the Regional Adjuster Conference that undermines or conflicts with the primary educational purpose and reputation of the Regional Adjuster Conference is prohibited.

As example, entertainment during conference and expo hours is a conflict and prohibited. Also, after hours entertaining of fifteen or more conference attendees by any one person, organization, or group that extends past 11:00 p.m. on an evening before morning sessions undermines the educational experience and is prohibited. "Adult themed" entertainment undermines the reputation of the event and is prohibited.

Failure to comply with the policy can result in sanctions, including but not limited to:
- Loss of exhibiting privileges at PLRB/LIRB events
- Loss of speaking privileges at PLRB/LIRB events
- Loss of attendance privileges at PLRB/LIRB events

Antitrust Policy

The Property Loss Research Bureau and the Liability Insurance Research Bureau intend to prevent any violation of antitrust laws at all their meetings and conferences.

Presenters and attendees at the Claims Conference must remember that their respective firms are competitors in the marketplace and that the McCarran-Ferguson Act and the laws of some states provide the insurance industry with only very limited immunity from federal and state antitrust scrutiny. Therefore, presenters and attendees must exercise care during all presentations and discussions, since even innocuous discussions of certain topics might later be misinterpreted as evidence of collusion.

At the Claims Conference, and all educational, social, and business development events connected with this meeting, there should be no discussion or agreement, formal or informal, expressed or implied, as to any matters which might give rise to an allegation of violation of antitrust laws. Subjects to avoid include:

· rates;
· underwriting policies;
· marketing strategies; marketing responses to legislative, regulatory, or other developments;
· prices or costs of any products or services offererd for sale by insurers or purchased by insurers;
· individual insurance company positions on coverage issues and other matters of insurance policy interpretation; agreements or understandings relating to claims practice, policies, or positions;
· standards by which the performance of any insurer could or should be judged; codes of ethics;
· advantages or disadvantages of doing business in particular states;
· refusal to deal with, or boycott of, potential insured or suppliers of products or services; use of particular suppliers of products or services; and
· costs or profits of any aspect of any of the above.
